    Speak to your local council, as one close to me do the licenses for lay-bys. I think that it cost around £50 a year, so nothing really. They should also point you in the direction of business advice. You will need them to inspect the trailer if it isn't already registered with them & issue the certs, again they will tell you what you need to have done to comply to regs.
    I know someone who parked near a cash & carry, she didn't start until after the c&c opened so she didn't really need to carry much stock as bought it all in the morning before setting up.
