The problem is some people without thinking who are in debt will still use them as a quick fix and resultingly get them themselves in even more of a mess

Perhaps we're at least one regulation short – a rate like this should be outlawed. If I were in that situation at work (their obvious target audience) I'd see if I could borrow and get a written agreement with a workmate that would make them a tenner and save me a (comparative) fortune!0

I am not defending them in anyway , but you have to remember they are short term loans , therefore if they charged just a few % it wouldnt cover their costs .
Long term loans might appear better apr wise , but you should also look at the total amount of interest you will pay , very rarely is it worth borrowing money to buy something0
