Buffing out hampers

So Im making a box filled with chocs for my best friend and need to buffer it out slightly.
I have normal tissue paper but not shredded.
Have spent the evening playing around with the tissue paper and its not really filling it as much as I has hoped.
So where can i buy the pre shredded stuff?? (Tried to make my own but it just made a mess)
And Woolworths have Cadburys Choc Eclair sweets in a box on BOGOF and have done for ages. So im wondering now they have 3 4 2 on would that mean if i picked up 6 boxes(thinking of pots of gold place settings for Xmas day) Id only pay for 4?? OR would the system not allow me to use both promotions??
