Curry Instant Seasononing instructions unsure?

Hi,
I brought a rendang curry mix from my asian grocer but am a little unsure regarding the instructions as I have never cooked a curry this way before. It states
1. Prepare beef cubes and boil until tender. Allow 2 cups of broth to remain.
This is the part i am unsure of. I probably sound a little silly but I don't want to ruin beef cooking this. Do I bring the water to the boil and then add the beef or put the beef in cold water and then bring to the boil? Also how long do you think it would take until the beef is tender?

    I have no idea what those instructions mean, but this is what I would do:

    Fry some chopped onions in a little oil until softened, then add the curry mix and fry off for a couple more minutes.

    Add the beef and fry it in the onion/curry mix for a few mins.

    Add enough water to just cover the beef and then simmer, uncovered for an hour or two until the beef is tender and the sauce has reduced.

    Use a cheap cut of beef for this - stewing or braising steak would probably be ideal.
