Help with debt collection agency

I am posting this on behalf of my son.
He had a mobile telephone contract with Orange and has been with them for over twelve years. In July a charge for Data Charges appeared on his bill, he queried this and was given a refund of £200. In August and September the charges appeared again and although he has tried to get the actual detail of how these charges have been calculated he can not get an answer from Orange.
He has written to Orange and offered to pay for the telephone calls but wants information on the 'Data Charges', three letters have been sent and all have been ignored, it was passed on to a debt collection agency, a letter was written to explain that the bill was in dispute.
Now another debt collection agency has been in touch, the bill has increased to £1,171 and they are saying legal action will be taken and it has been recorded on his credit file.
What can he do to get a detailed break down of what these 'data charges' are for as Orange are totally ignoring his requests.
