Lloyds offering me some kind of loan?!?!

Just the other day realised that Lloyds have been charging me ppi on a £10K loan and cancelled it. Now today I received a letter from them offering me a CSU insurance rebate loan, the amount they've quoted for is £600 payable over 6 months (already paying out £700 per month on debts through the CCCS). What is this?!? Am I being charge £600 for ending their nasty %$^&ing PPI eary? I tried calling them just now and they have no record of the loan ref no. quoted on the letter (god I hate lloyds!!). They hadn't even heard of the loan type (the letter and t&c's are all official).

What are they up to now?? Anyone know pls? If they are charging me anothe £600 I am seriously going to do some damage to one of their offices!
