Council Tax liability?

DD has dropped out of uni and will be returning home soon. However unless she gets someone else to take over her room in the flat she shares with other students she will continue to have to pay the rent.
Now that's fair enough since that's the contract she signed. However we are wondering about council tax.
As a non student living in the property the flat apparently becomes liable for a higher rate of council tax (correct me if I'm wrong) and obviously it's not fair to ask the other students to shoulder that burden and DD would have to pay.
Can anyone tell me what happens re council tax when she is no longer residing there but is continuing to pay rent whilst waiting for someone else (if possible) to take over her lease? We are hoping that since the flat will only have students living in it at that point there will be no extra council tax liability either on the other students or DD?

There wouldn't be a higher rate of council tax due to her living there however the property would no longer be exempt and she would be liable for 75% of the full council tax charge.
Once the flat ceases to be her main residence then any joint tenants still resident in the property will become the liable parties with a full exemption ( assuming they are all F/T students). Paying rent doesn't always tie in with council tax liability.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. CIS - hypothetical question. Large house Band G, say 6 F/T students plus one F/T office worker. Would poor F/T office worker be lumbered with 75% Band G charge?If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
