long term debt

hi
my partner is about 13 grand in debt. He has not paid back a penny.The bailiffs came and went not recieving anything as he no longer lived at the address the debt was to.Now 8 years later he has no bank account he pays his taxes but is still in debt What we would like to know is
1.is the debt still active?
2.if we were to live together will his debt affect me?
3.he is not on the electorial registrar can he be found?
4.if yes what will happen?
his debt was a credit card and two loans if this helps
