electric scooter help?

Can someone help me out,my parents purchased a electric scooter to my niece for xmas and ordered it from a pals computer but they cant seem to be able to give her any info or remember where they got it from as was purchased in october,if they had only told me they was getting such item i would have got it for her.
Now the problem is that they took it out of box and was very poorly packed and one of the wheels was cracked,not a problem as it was just a covering on the wheel and not the actual wheel.
Now that they set it up and took the time to charge it it will not work it only work when its connected to mains.
Now i have no info about scooters or whats best and what not to buy from but i was sure not cheap and the scooter has a web address of planetscooters on the item,now as they cant seem to remember where they purchased it from or even have proof of purchase how do they stand.
As this item should be covered under the 12month warranty and its not even working from new,has anyone dealt with them before or know anything about them i have a web address of planet-scooter.co.uk but that does not work it works with planetscooter.co.uk and says closed for the holidays which i find strange on a website,surely they could leave there site open or was this just a scam website selling faulty scooters and now may not open for business again.
I just wish they had told me they was getting one as there are to many rip off merchants out there.
