Hiya,
My advice would be contact the council tax benefit office and ask for a form as they wll back date it atleast to the day they sent the form, fill it out and send it back without the proof, then u have 1 month to send on the proof.
Its only a small bit of advice but I hope it helps, also get over to the freebies boards and see what you can get sent.
