Ebuyer - What's a "Security Check"?

Anyone ever had a "security check" when ordering from ebuyer or know what it's all about?
My Dad's phoned me to say he tried to order a PC off Ebuyer. However he says they demanded a security check and wanted him to fax them a copy of his passport and a utility bill.
He says he phoned ebuyer customer support and the bloke tried to claim that his address must be on - I quote - a "government watch list" :rotfl: I've never heard such a completely ridiculous explanation in my life. My Dad was quite offended at this.
He hasn't got a fax machine and couldn't be bothered with all the hassle and so cancelled the order.
I've just ordered him the same stuff off ebuyer direct to his address and they've taken payment, accepted the order and seems to have gone through fine. So there's clearly nothing wrong with his address and the customer services muppet was talking total nonesense.

I just bought a laptop of play.com 2 days ago and had to undergo a " security check" as well although did not have to fax them anything. I already had a account with them so was checking date of birth etc by phone.TOTAL 44 weeks lose. 6st 9.5lb :T0
