I noticed that some parcels i cannot pass on to various people, and i think that if a person somewhere along the line of the parcels life has already had it, it will not let you send it to them, Well thats what i have worked out...does any one know if this is correct?

Yep - that seems to be the case. I have tried to pass to numerous peeps but it won't let me which means they have probably already had that parcel.
