council tax baliff threat

hi , i thought i had paid my outstanding errears transpires it was from 2 years ago they they forgot about ( council )
baliff said he sent letters only one sent at my address , contacted them and wont acess my file the person who has the case ref no i have made an automated online payement of £100 pounds total amount £557 and want pay £100 a month can i complain i feel he is enyoing me quirm

    Is it that you have paid £100 online towards an outstanding council tax bill of £557, and you want to continue to pay £100 a month. Is it the bailiff or the council employee who is making you "(s)quirm", and in what way? Have the bailiff company handed the debt back to the council, or are you paying the bailiff's directly?
