What level of smut are you looking to achieve? I sell pictures to some VERY "smutty" magazines and know that they write pretty much everything in house, because I enquired about submitting words and pictures together. The rather lower smut market, lads mags and the like, will usually use freelancers or just readers contributions. They don't pay much for anything because they can get away with conning people into believing a byline is good for them!
I think others suggestions that writing novels might be the best way to go. However I'm sure I saw a TV proggie years ago that suggested most major novelists put out about a novel a year - so I guess it's a long term investment. Plus the money is really pretty rubbish. A photographer I know has had his work published by a publisher (NOT smut I must add!) - and it's selling well - and he gets about 7p from each book sale.
(Historical note for our younger MSE posters..the Gov't advisor the OP was thinking of is Alistair Campbell,who wrote for Forum magazine in the 1970's.Not that I ever read it.:o )
