I would suggest downloading the trial version of Adobe photoshop CS3, and then do a google search for a tutorial...there should be quite alot out there, ill have a look and see if i can find you a good one.
here is one... http://photoshoptutorials.ws/photoshop-tutorials/photo-effects/silhouettes-and-gradients.html

This is a video tutorial, a little complex and you would need to cut out the person shown in the tutorial above.

Oh that is such a fantastic idea! Do you mean the victorian style? I would love to do that too (quickly subscribes to post). I recently tried to do an Andy Warhol style pop art of my nephew as a baby on photoshop. Looked freaky deaky and not in a good way! Frightening.
The silhouette thing tho - surely it's just the outline you need? Could it not be done by hand with tracing paper and black card?House saving Targets:

I apply the below step by step process to turn a photo into a silhouette:
- Open an image in Photoshop
- Fine-tune the option setting
- Create New Path clicking on the create new path icon from the path panel
- Start creating path around the photo selecting the pen tool
- Check the photo in quick mask view for fixing the possible error
- Save the image
