Strange object in Glasgow

I'm staying in Glasgow for a few days, taking in a bit of shopping etc.
However I saw this :-

It's behind a pawnbrokers on the corner of Argyle Street and Robertson Street.
Why would someone cement a girder into the ground, and then floodlight it?

I thought that but there's no indication.

This is where the 26 storey hotel is going to be built, so it looks like they are testing the site and the ground underneath it for strength or suitability. The floodlights may have been put up by the pawnbroker as he is apparently refusing to sell to the developers (actually I have heard he wants £5 million for the land the shop is on) the floodlighting may be for security of his premises
(the pawnbroker had to move when the Radison was built so I guess he is a bit p*ssed off).
