Management co not insuring block because of debts

I've put this over on the insurance board but as I'm in Northern Ireland I thought someone here would maybe be able to help.
Can anyone help? My mum lives in a one bedroom apt which is part of a block of 6 properties. All her service charges, etc are up to date but apparently some of the owners of the other properties owe the management company money. Because of this the management company has NOT renewed the building insurance so at the present time my mum's apartment has no buildings insurance on it. We are in Northern Ireland so it is not possible to insure a single property in a block, the entire block must be insured so she would have to pay the buildings insurance for the entire block just to get her apartment insured at this time.
Surely it is up to the management company to ensure that the debts are paid and they must make sure the building insurance is up to date. Are they allowed to do this? I'm ringing them tomorrow and just want to be sure of my facts so any help would be much appreciated.

Check your mums lease from cover to cover. Generally in a block of flats the leases have to be broadly similar.
There should be a list of must do's and don'ts for your mum with regard to everything eg no dogs, management fee etc.These leases are normally pretty watertight allowing the management company wide ranging powers to ensure timely payments and probably charge interest.
Equally there will be a covenant with a list that the Management Company must adhere to. I would be surprised if this didnt include buildings insurance.
Once you have done that then things may become clearer.
The Management Company could be the problem . Call an EGM of all shareholders to discuss the problem and possible solutions. A new Management Company may need to be employed and the debts persued in the appropriate court.
Then start afresh
