The memo basically said that the error was with The Mirror and their publishers, if it had been an Argos error they would have honoured it.

They sent out a brochure a few years back with a toy at £24.99 rather than the £44.99 it should have been, and they did honour it for me that time with it being their mistake.

Don't see how it's the newspaper's fault. I'd be VERY surprised if -
1) The newspaper type-sets Argos' ads for them (presume they'd be supplied by an agency)
2) If a proof isn't sent to said agency, and subsequently an in-house person at Argos for sign off.

Mistakes like this usually have to get through 2 or 3 sets of eyes, which they do supprisingly often.
