Amazon - No Longer offer Price Promise Refund

Is this right that since September of this year Amazon are no longer offering their Price Promise Refund if an item drops in price within 30 days of purcase?
I have just asked for a price difference on two books I ordered a few weeks ago to be told:
'Please note that only orders placed on or before September 1, 2008 are eligible for a price difference refund under the Post-Order Price Guarantee policy.'
(Did a quick check via this site & didn't see anything, will have a more detailed look for previously posted information)

I didn't know about this price promise refund in the first place - they must have kept it quiet!!:eek: I must have missed out on loads of refunds!! :mad:0
