How do you find the best APR ?

I'm looking into getting a small personal loan but because I rent and therefore don't have a mortgage and I also don't have any credit cards my "credit rating" is'nt the best ! So how can I find a personal loan with a low APR ? As I understand it, each time I inquire with a bank about a loan I find that I'm not getting their typical APR but a sky high 11% or more, this effects my rating. Any advice would be appreciated ! I earn 23K, no defaults but i've never had much credit in the past ! ???

I had similiar but using a bit of a loophole managed to get 6.4% APR (and a free £25!):
