Cards that won't let you transfer the balance on them

I hope I'm in the right thread for this. I've been paying off my Argos store card for years, it's 27.9 APR and having looked at this site I applied for, and got, a barclaycard with a 0% balance transfer offer. I tried to transfer the balance of my Argos card and was told that Argos won't do this. Is this legal? What's the difference between me paying it off in one go or a credit card company? I'm really disappointed as I feel stuck with the APR on this card. Does anyone know what I can do to try and lower this?

barclays run the argos credit card and I assume they also run the store card...

Thanks Clapton, I didn't even think of that. Well that's good news in that I can apply for another 0% balance transfer card and get rid of it that way. Thanks for your help.
