Council Tax Scotland - Bank Arrestment

I live with my partner at a house we own together
We pay Council tax as a couple on this property.
I own a property by myself which at the moment is for sale and empty. There are arrears on the property.
The Sherriff officers have obtined a Summary Warrent for earnings and bank arrestment.
The Sherriff officers appear to have taken the full amount outstanding from my partners bank account. Can they do this?
They have details of a joint bank account we have together with the same bank but have taken money from his personal account.
His name is not on the Council tax demand or the summary warrant are they allowed to do this
