Might the argument be over what the true level of public sector debt ('the national debt') would be as a percentage of GDP if the cost of providing them ('the liabilities') was included in the figures?
It's just mischief by the Torys in that case because they didn't do anything to include these whopping costs in their totals when they were in office - and counting them now doesn't make them get any smaller......under construction.... COVID is a [discontinued] scam0 -
