Working from home- can I claim deductions from bills

Hi all,
I am working from home and this is a condition of my employement. Can I possibly claim tax decutions for councilc tax heating and electricity and so on and how to do it, can I do it now online as the deadline for the paper version has passed? Do I need a letter from my employer? can they refuse it for some reason? I live in 2 bed flat with a flatmate and I use my bedroom as my office during the day.
