Swift Bailiff at door - council tax not paid!!

My parents moved from their previous address and had arrears on council tax, however at their new place they are on time with payments, then the baliffs turned up out of the blueand my dad in his late 60's on high medication answered the door signed an agreement of walking possesion?!.... I spoke to the council and told them the situation, and se set up an agreement to pay 200 per month ad sent the satisfactory memo (via pc) to the baliffs..
I was trying to deal with it all - then i thought i would check my circumstances - when i called the council tax office they said it is with the baliffs and there is nothing they can do I did set up payments with the council tax, but i fell behind but i still made a payment even though it was not to the agreed amount.... - I found some advice on the cag website: http://www.consumeractiongroup.co.uk/forum/bailiffs-sheriff-officers/166001-help-council-tax-baliffs.html and http://www.consumeractiongroup.co.uk/forum/bailiffs-sheriff-officers/58550-council-tax-bailiffs.html this might help any one who is in the same situation i am in.
am i on my own? I thought that i had till december to pay the full amount? and in the letter from the council it said to call and make a payment to stop this action.... however i called and the council said that i should have called and make an arrangement? but this was not clear !!! else i would have done this
