State Pension for Women - Question

a quick question to see if i have got my facts right or not?
my mum retired at 60 and has a pension in her own right, but it is not a full one. she did make a one-off payment i'm assuming for years she worked but didn't pay any/enough NI contributions.
i have recently heard that there may now be new legislation under which she can make further payments to gain missing years - would this include the more than 16 years she spent bringing up us kids?
ie. she stayed at home for 21 years - can she claim for another five? or have i got this all wrong?
many thanks in advance for all advice x

do you know, my parents have seemed to miss out on pension benefits all round!
they have always earned a few £ a week too much to get pension credit, which would also give them housing and council tax benefit. and when my dad reaches 65 and in theory they would have been rewarded for their savings, the savings will all have gone!:rolleyes:0
