"winding up" lump sum

My OH has a small company pension which is being wound up and due to be paid to him this year.
He has been offered a cash lump sum of £9,787.24 less emergency tax of £2,154.80.
He has some questions on this.
1. We live in another country and do not pay tax in the u.k. - what to do about the emergency tax, as he will not be able to claim it back.
2.What is the contact number for Inland Revenue to ask for further advice??
Any additional advice appreciated.

    In theory he can fill in a tax return and claim it back

    Ask the company paying out the pension which tax office is used by them (or the pension fund, if different). That will be the one you should deal with.

    Note that you can claim overpaid tax up to 6 years in arrears so if you are planning to come back, it may be easier to deal with it later.
    Trying to keep it simple...;)
