I'm a bit confused about regions on DVDs. Is it region 2 that will work in England,

As for your question
REGION 1 -- USA, Canada
REGION 2 -- Japan, Europe, South Africa, Middle East, Greenland
REGION 3 -- S.Korea, Taiwan, Hong Kong, Parts of South East Asia
REGION 4 -- Australia, New Zealand, Latin America (including Mexico)
REGION 5 -- Eastern Europe, Russia, India, Africa
REGION 6 -- China
REGION 7 -- Reserved for Unspecified Special Use
REGION 8 -- Resevered for Cruise Ships, Airlines, etc...
REGION 0 or REGION ALL -- Discs are uncoded and can be played Worldwide

cd-wow often sell some region 3 versions of uk releases that are cheaper. Use the discount codes (see relevant forum). Often these are fine though on the odd occassion you get mandarin subtitles you can't get rid of (Kill Bill was one title that had this problem), though you still have the english soundtrack.
The US dvd versions (reg. 1) often don't work out alot cheaper so I tend to only buy the US version of a film if I know it has some extras that the UK version does not have.
To be honest I just generally buy reg. 2 using the price search engines and I tend to always wait till the price drops well below a tenner b4 I buy. Tesco Jersey and Amazon Jersey can have some good prices (VAT free) on new releases though this sounds like it may not last for much longer as the government sounds like it will close this tax loophole sooner rather than later.
