Import Duty/Commodity Codes - Experience

Hi
I have had a couple of conversations with HMRC about commodity codes, and whilst I am mindful of their experience, I'm not entirely sure that the code they gave me, is correct (the difference is 0% and 4% tax)
Does anyone have experience of getting a legal ruling on the correct code, or whether HMRC can be persuaded to "change their minds"?
