Personal pension plan - I want it now!

I suspect I already know the answer to this, but here goes anyway:

I'm 36 and opened a PPP about 10 years ago, contributed to it for 3 years and haven't touched it since. I need money due to financial difficulties.

Is there any way I can cancel/redeem/cash it in early, even if I have to pay substantial penalties/tax?

I'm pretty sure the answer is a resounding 'No!' but I thought I'd check anyway.
