reclaiming PPI from Abbey/Co-op

I've found my original paperwork for the Abbey loan (late 1999) which I consolidated by taking out another loan a few months later (early 2000) both loans were to be spread over 96 months, first loan was for £2000 and PPI was £641 (not including the interest) second one was for £3100 and PPI was £1052 (not including interest)
so PPI jumped from being £11.13 for the first loan to £17.48 when I took the second one with them, can they do that?

on a roll now, some years ago I asked for an early settlement figure and the letter has a statement about rebates, what kind of PPI do I have if they give rebates??
