Cleaners and catering staff are usually not part of the bank staff, they are usually employees of the company which contracts out its services to the bank, and they do not share the bonus pool.

It was an example rather than an absolute rule that those employees would be paid or not by the bank. It was a point that for each City trader on a big bonus there are hundred of lower staff in a multitude of roles earning average wages. Investment Banks don't function on the work of traders alone.
