check this site for all scams and report scams you get to them also,but also report the scam to the bank

Yes there is a good reason If it was done via a bank transfer it cannot be recalled at all once it reaches the recipient bank account, that is why bank transfers are so welcomed by ebay sellers.
A bank transfer (if that is what this was) can only be sent not retrived via a third party, so they should be safe against fraud as to send a payment the sender needs to log in securely to their bank account using a secure channel. The normal phishing scams try and get those secure log in details, which gives full access to the bank account and they can send the money in the account to wherever they want. Once it arrives in the recipient account it is clear and can be withdrawn.
This is what makes this type of scam so nasty, a quick overview of an account would show that the owner of the sending account had logged in securely using all their secret information and/or passwords and then sent the payment willingly, there is nothing to indicate fraud at all.
