Ncp Parking Ticket

I was in lisburn today parked 10mins over the hour in a parking zone , when i came out to drive off the ncp (red coat) said i was too late and had started to issue a ticket i was in a hurry and couldnt wait, so i drove off withount the ticket being placed on the car this means i have no ref No to pay, has anyone have any thoughts on this, i thought there was a rule that the ticket has to be placed on the car?

it always used to be like this but afaik the law was changed sometime this year so i would probably expect one in the post -sorrymake the most of it, we are only here for the weekend.

You should have taken it on the chin and waited for the ticket, then you could have paid the discounted £30, now it will be £60 as you (or whoever the car is registered to) will get a Notice to Owner.I did not receive a Penalty Charge Notice, but have received a Notice to Owner requesting that I pay £60 for a Penalty Charge Notice. I thought if you didn't get the ticket on the car, it isn't valid. Also there are other things that you can argue. I'm arguing the permit bays lines in the road- not sure if it'll work yet.

Not actually the case Dave. If Aidsy looks at S.5 (2) (b) of The Traffic Management (Northern Oreland) Order 2005 he'll see that the legislative body can indeed issue a PCN to the registered owner (even if vehicle and/or driver not present), but S.5 (3) (d) states '
that if the penalty charge is paid within 14 days, the amount of the penalty charge will be reduced by a specified percentage'.

Looks like you'll probably get a PCN in the post, but at least you'll only have to pay the £30. They have 28 days from the date of the alleged contravention to serve this PCN, so you may not get it straight away.
Obviously I don't know all the details, so won't comment on ways out of it, but worth looking at Pepipoo Forums as well as the other forums mentioned. They saved me £50 last month.
Also, there have been no amendments which do anything other than introduce new parking zones, so no fundamental changes to the legislation since 2005.
