Local councils + olympic tax

Hello , I am not sure if this is the right forum so please forgive me if off topic.
It seems that the taxpayer will be picking up the bill for the Olympic village now which I take to mean some peoples council tax will rise..
Could any one point me to a definitive list of whihc councils will involved in supporting the olympics financially ( ie increased council tax ) as I understand it involves some on the outskirts of london as well.
The reason behind my question is that I am looking to move home next year and having been surprised by the council taxes in some areas ( currently 2 x my current monthly mortgage payment at least ) I would like to take any forseeable costs into account..
ps I live in wandsworth but am looking to move to worcester park which is covered by three boroughs ( epsom, kingston and sutton)..
any pointers much appreciated
