Getting a vodafone PAYT phone unlocked free or for next to nothing

A friend bought a Vodafone Nokia 2630 PAYT phone from Argos last week. I'd read on a forum that all Vodafone handsets come unlocked but when she puts an O2 Sim in she's asked for a restriction code. I feel really bad that I gave her the wrong advice.
Can anyone recommend where (ideally in Belfast) she can get the phone unlocked for free or next to nothing?
