Debt from previous owners

I have mistakenly opened a letter addressed to one of the previous occupants of our married quarter. The letter is a reminder for payment, for what looks like council housing. It asks for payment otherwise recovery of debt will resume.
I don't know whether to contact the people who sent the letter, speak to DHE, or just send the letter back.
Has anyone had any experience of this kind of thing before, and what did they do?
