I really wouldn't do that. It is libel unless you can prove he has commited an offence, and proving something is often very hard.

im from glasgow and yes there is some crappy areas as you so kindly put it but it might not be as crappy as your being lead to believe. As for his mother knowing, my mother never knew everything i got up to mind you it wasnt this bad lol.. i would contact the glasgow papers ..The daily record and let them to all the leg work for you ... if nothing else this would put it all in the public eye and stop him from doing it again.. if possible can you pm the area in glasgow your on abt .. oh and theres no honour amongst theives so if he ripping others off he might just get whats coming to him from others if you make it public..Those we love don't go away,They walk beside us every day,Unseen, unheard, but always near,

Been almost a week,
All missed calls stopped and nothing.
I guess letters are a form of intimidation. I suspect a lot of people would pay up if they get a hefty warning.
But I was the victim, and I feel i need to defend it!!
ANyone else been "let off" by NCO and never heard back ?

Got a letter from them today saying they contacted me numerous times!!.
Ive had not one call from them
In fact last time I spoke to them, they told me my account was on HOLD
They cannot even make their own minds up

I hope this advice is of some help to you. I am an ex Police Officer and am a proffessionallly accreditted Counter Fraud officer. Sorry it's a long one but probably the easiest way to get the point across.
First things first this guy is a criminal plain and simple. Secondly you need to get the Police to understand this I am happy to provide you with sufficient information to enable you to get the Police to assist you.
Here is the definition of the offence this guy has committed basically it is fraud, however there is no offence of fraud in the UK! He has committed an offence of Dishonestly Obtaining a Money Transfer Contrary to Section 15 Theft Act 1968 as amended by the Theft Amendment Act 1996.
"Obtaining a money transfer by deception. 15A. - (1) A person is guilty of an offence if by any deception he dishonestly obtains a money transfer for himself or another.
(2) A money transfer occurs when-
(a) a debit is made to one account,
(b) a credit is made to another, and
(c) the credit results from the debit or the debit results from the credit.
(3) References to a credit and to a debit are to a credit of an amount of money and to a debit of an amount of money.
(4) It is immaterial (in particular)-
(a) whether the amount credited is the same as the amount debited;
(b) whether the money transfer is effected on presentment of a cheque or by another method;
(c) whether any delay occurs in the process by which the money transfer is effected;
(d) whether any intermediate credits or debits are made in the course of the money transfer;
(e) whether either of the accounts is overdrawn before or after the money transfer is effected.
(5) A person guilty of an offence under this section shall be liable on conviction on indictment to imprisonment for a term not exceeding ten years.
Section 15A: supplementary. 15B. - (1) The following provisions have effect for the interpretation of section 15A of this Act.
(2) 'Deception' has the same meaning as in section 15 of this Act.
(3) 'Account' means an account kept with-
(a) a bank; or
(b) a person carrying on a business which falls within subsection (4) below.
(4) A business falls within this subsection if-
(a) in the course of the business money received by way of deposit is lent to others; or
(b) any other activity of the business is financed, wholly or to any material extent, out of the capital of or the interest on money received by way of deposit;
and 'deposit' here has the same meaning as in section 35 of the Banking Act 1987 (fraudulent inducement to make a deposit).
(5) For the purposes of subsection (4) above-
(a) all the activities which a person carries on by way of business shall be regarded as a single business carried on by him; and
(b) 'money' includes money expressed in a currency other than sterling or in the European currency unit (as defined in Council Regulation No. 3320/94/EC or any Community instrument replacing it)."
In case the Police don't want to have anything to do with that one try straightforward deception contrary to section 15 theft Act 1968
Theft Act 1968, s. 15
A person who by any deception dishonestly obtains property belonging to another, with the intention of permanently depriving the other of it, shall on conviction on indictment be liable to imprisonment for a term not exceeding 10 years.
For purposes of this section a person is to be treated as obtaining property if he obtains ownership, possession or control of it, and ‘obtain’ includes obtaining for another or enabling another to obtain or to retain.
Section 6 above shall apply for purposes of this section, with the necessary adaptation of the reference to appropriating, as it applies for purposes of section 1.
(4) For purposes of this section ‘deception’ means any deception (whether deliberate or reckless) by words or conduct as to fact or as to law, including a deception as to the present intentions of the person using the deception or any other person.
Moving on to the Police make them listen tell them you are making an allegation of theft and it is not a civil matter. I suspect you have been lumbered with some civvy station officer who doesn't know one end of the law from the other. ( apologies to any civilian police employees) If they insist on not taking a crime report then ask to speak to the duty officer or the local DI. I note you live in london The Met has an online crime reporting system here is the link
http://www.met.police.uk/report_a_crime/#online (sorry you will have to cut and paste to your browser) You also need to make sure that the other people who have been roipped off report it in the same wa. Once you get a crime reference number make sure you notify e-bay/paypal as they have a fraud team and can block this guys id etc.

Sorry meant to say re the debt collection agency write to them recorded delivery telling them you dispute the debt and it is a metter of fraud and you will not pay it. If they take you to court they have to prove the debt0
