credit card company phone calls

i have got into debt with credit card companies,and i have been to the cab who have worked my finances out and made offers to the card companies,,one of them Monument has not even bothered to reply to the offer,instead they are continually phoning me 4or 5 times a day,when i did answer one call i asked them to put what they wanted to say in writing and send it to my address,they said they have done this,,but i havent had any correspondence from them only my cc statement,they have now said that they will step up the phone calls and are quite nasty and rude on the phone,but i thought under financial rules they were only allowed to phone debtors twice a day,i have informed the cab about them,Monument have gone as far as to say they wont do anything unless i speak to them on the phone and this i am not going to do on the advice of the cab,,is there anything i can do or even report them

As you are asking them to only communicate in writing, i suggest you do the same. There is a letter here you could send.
