Pensioners not entitled to £60 tax rebate this month

Noticed a letter from a pensioner in yesterdays Sun in which he claimed his company pension payment this month did not include the Tax Rebate £60...as he's obviously paying tax, I assumed he would have got it as he is in the lower tax band.
He says he phoned the tax office and they said he wasn't eligible????
Is there more to the story....has he missed something out....or what exactly is the policy on Company Pension holders or Early Retirement Ill Health pensioners....
Surely if you are a basic rate tax-payer you would have been affected by the changes....therefore should you not be entitled to the rebate.

I would imagine that this pensioner never overpaid tax in the first place

Obviously he's paying tax on the pension but not necessarily on an 'L' code that had to be updated as it was the only code entitled to the rebate (I think).0 -
Anyone with age related allowances will not get the rebate, so basically anyone over 65.
In the budget originally the age related were increased significantly to counter-act the removal of the 10%. Bit crap i know.0 -
The increased personal allowance of £6,035 is the minimum that anyone is entitled to. Many people aged over 65 already have a higher personal allowance, so the increase to the minimum has no effect on them.I am an Accountant.
