CIFAS: Job Applications

Not sure where I would post this so put it, sorry of its in the wrong place. I got a credit report online recently it states I have a CIFAS. This is in someone elses name. I have received many letters in his name at my address and some of them have been from debt collection agencies.

I have had credit checks done for employment and been turned down. My file is clean otherwise. It was an application to work in a bank. Is this causing the decline of employment?

The only other thing I owe for a mobile. On my credit report it says status: 'Satisfied', which must be good. I owed the last money back in 2006 but paid everything off on the contract before changing to Pay as you go.

Can someone please shed some light on this area. What exactly are CIFAS's? Can I get rid of mine? Has anyone been in the same situation?
