CCCS - any good?

I have an appointment with CCCS about a DMP this week. Are they any good?
I have nearly £100,000 worth of debts (all unsecured) and in the long term, I will be able to repay them, but short to medium term, no chance. My income has decreased (I am self employed) temporarily and I am now unable to meet the monthly repayments, which is mening obviously my debt is starting to spiral out of control.
Do you think banks would accept an offer of full and final settlement of the debts (around 40% of the amount). A relative of mine has offered to pay around that amount to clear my debt and then the debt would lie between myself and him.
Do I have to be on a DMP in order to offer a full and final settlement? Will they accept? I have heard horror stories on here over the past week that creditors are becoming much stricter and rejecting offers of settlement, also possibly in anticipation of the new law regarding charging orders on unsecured debts
