Ppi Charged Twice For Same Mortgage/loan

Please help. When I have re-mortgaged with Northern Rock I have been issued with a loan with PPI. However, Northern Rock has added the additional borrowing monthly payment to my current mortgage payment and charged me PPI on both at £24.14 per month when I was already paying PPI through Northern Rock for the mortgage at £18.59 per month.
When I cancelled the 2nd PPI and requested the insurer to refund the money they stated that one PPI payment was for a single account and the second was for a joint account and that I was not entitled to a refund.
Although I have paperwork detailing the PPI, I do not recall requesting PPI and I don't remember having any figures quoted to me during my phone call with Northern Rock.
Can this be reclaimed?
