Tax free savings? outside a mini cash isa

I was wondering if there was any good way of getting a decent tax-free (or something less than 40%) for short-term < 1 year savings? Would premium bonds work for this?

Premium bonds are tax free but there is the risk you will win nothing at all.

If you can tie the money up a bit longer, national savings certificates are also tax free and as long as you keep them for at least 1 year you get some interest.
