Anyone know how a Torbeck cistern works? - Ours doesn't

Anyone know how a Torbeck cistern fitting works? only ours doesn't and it is brand new.
We had a new wc installed in July and it worked fine before we went on holiday. We returned last week after 2 weeks away, to find it doesn't work properly anymore. Basically pressing the handle does not cause it to flush. It just sort of wheezes. We have looked in the cistern and it is full with water and there is no obvious sign of a problem, but the handle just does not activate the flushing mechanism. It is a brand new Savoy wc from Bath Store and the literature says the cistern contains Torbeck fittings whatever they are.
The builder who installed it is away on holiday himself at present and I am reluctant to pay an arm and a leg for someone else to come round and look at it if this is a simple problem to fix. It is still under warranty and I could get it replaced if it really is faulty but maybe it just needs an adjustment?
So can anyone explain how Torbeck lo fittings work, why they might go wrong if brand new and if there is any small adjustment which might fix it?

afaik the torbeck valve is just the inlet valve and nothing to do with the flush.
ive had a torbeck valve for years. very good it is too. never given a moments problem.
you need to check the flush system. maybe the rod has become disconnected? or the flapper has torn?Get some gorm.0 -
As Ormus says, you need to check that the handle is connected to the flush mechanism. You should be able to see quite easily what is the problemI can afford anything that I want.

Sounds more like a syphon problem to me than the handle linkage ..else you wouldn't hear the sort of noise described. Basic guide here: http://www.ultimatehandyman.co.uk/toilets.htm
