Endowment Should I surrender

Should I cash in my endowment which I have with Standard Life which started in March 93 N matures in 2018 to cover target mortgage of £43000.00. S Life predict I will get 27000 @ current growth on maturity. details.
1. I have a mortgage of £10000.00 (£72.946.17 is repayment & £26987.91 is interest only)
2. My endowment prediction is a big shortfall the maturity forecast is assuming groth rate as follows: a)4% £24400, b) 6% £28800, c) 8% £34000.
S. Life will top up between 4000 - 7000 under it's promise on maturity depending on shortfall.
3. I pay 60.00 pm and have 10yrs left
4. current surender value is £13180.69 including bonuses.
5. Would i be better of putting £60 in an saving account as we don't have any savings whatsoever.
NB: In addition I also have debts of £10000 with C Card n overdraft. Any suggestions as I am looking a remortgaging n I dont want to boro xtra on £100000 to pay the debt
