If one is eligible for free TV License at age 75, does the License have to be in the name of the elder of a married couple to be able to claim said License OR do the couple have to wait until the younger one is turned 75 ?

My mum was 10 years older than my dad and when she became eligible for a free TV licence,my dad was only 65.It is the individual that has the eligibility not the couple.0
