Why aren't train dates available to book yet?

Hi, i need to book some train tickets on November 9th but the national express east coast website (which operates the line between london to durham that i need tickets for) says:

Now booking up to & including Friday 21 November 2008 with the exception of 01 and 02 November and 08 to 14 November.

So novemvber 9th is in this "exception" period, does this mean cheap tickets wont be released or they'll be released later?

    Engineering works, therefore they don't know how many trains they can run, how large they'll be, what route they'll be taking, if they'll be a need to change trains / buses or how long the trip really will be

    Cheap tickets may be released later - but as ity's a Sunday there is a lower chance of them being available
