What are the cheapest rates that people have seen out there for fixed buy-to-let mortgages and who with?

Well that depends on the loan to value, loan amount, rental income, property type, length of fixed term.
Mortgages are not one size fits all.
All that said, im currently doing a BTL for someone with Bank of Scotland fixed at 5.59% with a 2% arrangement fee.0
