There are lots of different types of concrete. Its a minefield. If the estate agent said cash buyers only and did not hassle you to see their mortgage adviser then they know. A lot of concrete was used after world war 2 to build up the whole south of London and further out. Some of those housings were only meant to last 15 to 20 years........
